Introduction to the 2026 China National Talent Plan Project:

This plan is a national talent introduction project in China and one of the three major high-level talent introduction systems in the country. The plan aims to solve the "bottleneck" technical problems in China's strategic emerging industries through a dual wheel drive model of "industry demand traction+top talent empowerment", and attract high-level talents (including Chinese, ethnic Chinese, and foreign talents)

Applicant: Accepting domestic enterprises (including local state-owned enterprises, private enterprises, and branches/research institutes of central enterprises in various regions) as supporting units for application

The entire application process does not require returning to China, nor does it require early employment or social security payment in China. The entire application process can be completed overseas, and after being selected, full-time or flexible part-time work is required

Application Category

This program has no nationality restrictions, and both Chinese nationals (including Hong Kong, Macao, and Taiwan nationals) and foreign talents can apply. The core categories include young talents, innovative talents, and postdoctoral overseas talent introduction programs. The official application requirements for each category are as follows:

Innovative Talent Project

(1) The applicant has obtained a doctoral degree; Individuals under the age of 75, with outstanding performance and mastery of key core technologies, may have their educational requirements appropriately relaxed;

(2) Holding positions equivalent to senior or higher in enterprises, universities, and research institutions

Youth Talent Project

(1) The applicant has obtained a doctoral degree; Individuals under the age of 40 with outstanding performance and mastery of key core technologies may have their educational requirements appropriately relaxed;

(2) Having a formal position in an overseas enterprise or research and development institution, or starting a business independently, and working continuously overseas for more than 36 months after obtaining a doctoral degree;

Postdoctoral Special Project

(1) The applicant has obtained a doctoral degree; Age not exceeding 40 years old

(2) Having a formal position in a well-known overseas university, research institution, or enterprise research and development institution, or starting one's own business and obtaining a doctoral degree, working continuously overseas for more than 24 months;

(3) Achievement requirements: Publish high-level academic papers in well-known domestic and foreign journals, or achieve other high-quality scientific research/industry achievements;

Support Policies And Benefits

National level unified support policy (officially defined, universally applicable nationwide), one-time living allowance from central finance

Selected innovative talents: The central government will provide a one-time living allowance of 1 million yuan;

Young talents selected: The central government will provide a one-time living allowance of 500000 yuan;

Postdoctoral special selected candidates: The central government will provide a one-time living allowance of 300000 yuan.

National Universal Service Guarantee

Green channel for household registration: National talent titles are universally recognized nationwide and can directly enjoy the green channel for household registration in all cities in China;

Convenient entry and exit: Foreign talents and their accompanying foreign spouses and minor children can apply for a "Permanent Residence Permit for Foreigners" or multiple entry visas with a validity period of 2-5 years according to regulations;

Family support guarantee: The spouse shall be properly arranged for work or receive living allowances by the employer, and convenience such as visa, residence, children's enrollment, housing, etc. shall be provided.

Supporting policies for cities and enterprises

Supporting living allowance:

Economically developed regions such as Jiangsu, Zhejiang, Guangdong, Hong Kong, and Macao Greater Bay Area generally provide central government subsidies at a ratio of 1:1 or above, with a combined comprehensive living allowance of up to 3-4 million yuan for innovative/entrepreneurial talents, 1.5-2 million yuan for young talents, and 1 million yuan for postdoctoral special programs;

Research funding support:

jointly provided by the local government and supporting enterprises, for selected candidates in the fields of natural sciences and engineering technology, the regular support amount is 1-5 million yuan, with a support period of 3 years; After the end of the support period, based on the performance evaluation results, an application can be made to extend the support for a new cycle.

Declaration Timeline And Complete Process

Application deadline: Expected June 15th

1. Online declaration

The applicant can log in to Qibo Sci Tech Innovation (www.com), fill out the application form, and upload relevant attachment materials; Match qualified domestic supporting enterprises/research institutes/universities, confirm the matching degree between research direction and R&D needs, submit personal resumes and basic qualification materials, and have the supporting enterprises and local industry and information technology departments complete preliminary qualification review;

2. System filling and hierarchical submission

Log in to the online declaration system, complete online filling and material uploading, and after being reviewed by the supporting unit, local industry and information technology department, and provincial industry and information technology department, complete the final submission at the national level;

3. Qualification Review

The Special Office of the Ministry of Industry and Information Technology, in conjunction with relevant units, will organize a qualification review to comprehensively verify the applicant's educational background, work experience, academic achievements, intellectual property rights, work performance, and other information, and determine the list of personnel to be included in the centralized review;

4. Expert centralized review

The Special Office of the Ministry of Industry and Information Technology, together with relevant units, organizes industry authoritative experts to conduct a written centralized review, determines preliminary candidates, submits them to the review committee for review, and forms a list of recommended candidates;

5. Approval publicity and official announcement

The list of recommended candidates will be publicly announced, and after there are no objections to the public announcement, the selected list will be officially announced.

The core scoring criteria for the evaluation (official weight ranking) are written throughout the entire evaluation process, without a defense phase. The quality of the application materials directly determines the probability of being selected. The core scoring dimensions are ranked from high to low by weight as follows:

1. Matching degree between the applicant and the supporting unit: The highest weight evaluation item is the compatibility between the applicant's research direction, technical capabilities, and the main business and core R&D needs of the enterprise, as well as the industrial value and technological breakthrough expectations that can be created after the talent landing;

2. Personal qualifications and achievement level of the applicant: focus on reviewing educational background, industry status of overseas employment units, personal position and work experience, academic/industrial achievement quality, industry influence, and mastery of core technologies;

Prohibitive requirements for declaration (official regulations, nationwide unified implementation) Duplicate declaration prohibition: Applicants are not allowed to simultaneously apply for national talent plans of the same level in other departments of the country; Personnel within the support period of other national level talent plans at the same level are not allowed to apply for this plan; Individuals who have been selected for the national talent plan at the same level are not allowed to apply for this plan again;
